Considering the escalation of the internal armed conflict in Colombia and the need to respond to the humanitarian needs generated by it, the Norwegian Refugee Council (NRC) in partnership with two other humanitarian organizations: Médicos del Mundo France (MDM), and Action Against Hunger (ACH), has formed the MIRE Consortium (Intersectoral Mechanism for Emergency Response) in its fourth phase, which aims for rapid response to emergencies caused by armed actors throughout Colombia.

The Emergency Response Coordination is supervised by the Emergency Response Management (Consortium MIRE Management) and carries an operational oversight role, having as its main responsibility the support of supervisors for the mobile rapid response teams to provide coordinated, sector‑wide assistance, working with local authorities and other stakeholders in intervention areas.
